Examines the impact of a new legal requirement to improve access by education and training providers to school pupils to inform them about technical education and apprenticeship opportunities. Outlines the state of technical education in England and explains why the 'Baker clause' was introduced into the Technical and Further Education Act 2017. Explores the evidence on compliance with the Baker clause, drawing on surveys with schools and technical education providers and stakeholders, indicating that compliance to date has been very poor. Provides recommendations to central government to improve compliance with the legislation and on other measures to ensure that all school pupils can make informed choices about their future education and training.
