Estimating the impact of Traineeships (DFE- RR919)

Estimates the impact of participating in a Traineeship in England. Explains that Traineeships, introduced in 2013, include education and training programmes that provide young people aged 16-24 with an intensive period of work experience and work preparation training, as well as offering them support in improving their English and maths, to give them the best opportunity of entering an apprenticeship or employment. Draws on an analysis of national administrative data. Uses propensity score matching (PSM) - an econometric method that attempts to estimate the effect of an intervention by comparing the outcomes of participants to the outcomes of non-participants - and an instrumental variables (IV) analysis. Focuses on the cohort of young people who started a Traineeship in the 2013/14 academic year. Explores the characteristics of Trainees, including their demographic characteristics and background in terms of their participation in education and qualifications. Looks at the outcomes for Trainees after starting on the programme, in terms of progression to an apprenticeship, further learning, or employment. Presents results for each of the outcomes, both for Trainees as a whole, and for learners aged 16 to 18 and 19 to 23. Finds that overall, Trainees had positive outcomes in the 12 months after starting their Traineeship, with 29% beginning an apprenticeship and 57% starting further learning. Summarises the limitations of the study and considers ways in which these issues might be addressed.
