Skills utilisation in Scotland (Skills in Focus paper)

Suggests a new approach to better match the skills possessed by workers with the skills needed to do their jobs (‘skills utilisation’). Describes a change in Scottish policy away from an emphasis on skills supply towards encouraging better skills utilisation. Explores theoretical and practical limitations of skills utilisation. Highlights the need for a clearer understanding of the concept of skills utilisation. Considers links between business development, organisational development and the use of workforce skills. Suggests that there has been insufficient research carried out into effective skills utilisation. Considers how to engage employers in skills development initiatives. Advocates an approach based on collective interest which aligns employer, employee, state and academic interests.
